The Demise of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of contrasting events captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: optimistic declarations are released from multiple capitals. Considerable effort is devoted on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capacity provided through timely intelligence. From witness perspectives, defense planes that had been deployed to engage hostile guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, most likely delivered by allied countries. Every launch creates sudden vibrations, rattling buildings. The moment of terror quickly transforms into resigned acknowledgment: maybe the incoming missile won't cause damage this time, protecting urban areas from ruin and further power outages.

Continuous Dangers

Following this, a heavy machine gun fired at a unmanned aircraft close by, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its target.

Intermittently, this carried on until dawn. Kyiv awoke to the early updates: seven people killed, devastation and utility failures in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a need that regional partners are evidently unprepared to fill in the short term.

Unsuccessful Negotiations

The 28-point plan from Washington provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new initiative from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, no doubt, persist.

Strategic Calculations

It is convenient to criticize particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a assumption understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is impossible to compel Moscow to relinquish the territory that it already controls in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, Washington does minimal to deter Moscow, through diplomacy or military means, from believing that the current condition will not change more in its advantage in the months ahead.

Divergent Views

Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will persist as long as Russia's government remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a total frontline collapse until circumstances change in its advantage.

Existing Situation

Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their attention does not move to internal issues. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are guiding negotiations.

Summary and Prospects

It took a just a single week to kill the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, latest revelations, all did their job.

While new proposals based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
